Description
CareLink Community Support Services has a current opening for a full-time Human Resources Recruiter at our Administrative headquarters located in Media, PA.  Employee benefits including medical, dental, Life Insurance, ADD&D, LTD, voluntary benefit plans, and paid time off are offered for full-time positions.

Our rehabilitation services and professional staff provide the supports that people with serious mental illness, physical disabilities and other developmental challenges need to be active, productive members of their communities.

 

Position Description:

This position is responsible for the sourcing, recruitment and on-boarding of exempt and non-exempt agency staffing.  Considerable skills in recruitment strategies, knowledge of positions and job functions within the agency, an understanding of the agency’s organizational structure and federal and state laws regarding employment practices.

Qualifications:

  1. High School Diploma/G.E.D required.  Bachelor’s Degree in Human Resources or related field preferred.
  2. PHR/SPHR certification preferred.
  3. At least two (2) years prior recruiting experience required.
  4. Proven experience in high volume recruiting preferred.
  5. Proven experience with social media recruiting preferred (Facebook, Twitter, etc.)
  6. Knowledge of Microsoft Office required.
  7. Ability to work with confidential information required.
  8. Excellent organizational skills required.
  9. Excellent interpersonal skills required.
  10. Valid driver’s license required.
  11. 25% local travel required.

Essential Functions:

  1. Works collaboratively with HR Manager to meet agency strategic planning, hiring and retention goals.
  2. Partners with hiring managers to determine staffing needs.
  3. Attracts a wide range of applicants, conducts all reference/background checking, credentials all candidates as per agency and licensing policy, makes recommendations for hire (or not hire) and delivers employment offers for both exempt and nonexempt position openings.
  4. Serves as an expert for sourcing, recruiting and hiring candidates.
  5. Uses traditional and nontraditional resources, such as career fairs, online job fairs, social media, community network events, colleges and universities etc., to identify and attract quality candidates.
  6. Develops advertising programs (internal and external) to ensure high visibility with potential candidates. Maintains and distributes weekly internal job postings to agency staff.
  7. Manages internal transfer process, including coordination with hiring manager, transfer/promotion offer letters, etc.
  8. Follows up with candidates and hiring managers to obtain feedback regarding recruiting process.
  9. Develops and maintains an excellent relationship with internal and external clients to ensure achievement of staffing goals.
  10. Communicates important employment information during delivery of employment offers (e.g., benefits, compensation).
  11. Responsible for the credentialing, on-boarding and new hire orientation of all new hires, interns, and temporary staff.
  12. Works with hiring managers to ensure compliance with all federal/state laws and regulations, including program licensing requirements.
  13.  Delivers training to hiring managers on interviewing skills.
  14. Develops, delivers and collects employee new hire orientation training surveys and 1, 3, and 6 month new hire satisfaction and feedback surveys.
  15. Collects and reports on hiring and retention metrics.
  16. Manages current candidate activity in the applicant tracking system (ATS).
  17. Manages application/resume file and retention according to company policy.
  18. Maintains memberships and affiliations with trade/professional organizations related to industry.
  19. Act as liaison with area temporary employment agencies to place temp to perm positions, track temp to perm hours, conversion of temp to perm for permanent hire, credentialing for all temp to perm staff.
  20. Participate in administrative staff meetings and attends other meetings and seminars.
  21. Maintains Human Resource Applicant tracking system including applicant records and reporting from database.
  22. Maintains compliance with federal and state hiring and employment regulations. Exemplify the desired culture and philosophies of the organization.
  23. Respond appropriately to emergency situations.
